Thomas Leo Proctor, Jr., affectionately known as “Corny”, was born on June 14, 1945, in Washington, D.C., to the late Blanche Bernice Proctor and Thomas Leo Proctor. He peacefully transitioned on January 19, 2026, leaving behind a legacy of love, laughter, and steadfast dedication to family.

Thomas was a proud graduate of Frederick Douglas High School and lived a life marked by hard work and service. An Army veteran and a longtime employee of WSSC, he retired as a Crew Chief, a role he counted among his proudest accomplishments. Known for his leadership, dependability, and quiet strength, Thomas took great pride in his work and the respect he earned along the way.

Above all, Thomas’s greatest joy was being a husband, father, and grandfather. He was devoted to his family and found happiness in life’s simple pleasures - sitting on the porch, fishing, watching game shows, and enjoying episodes of Jerry Springer and Steve Wilkos. His laid-back spirit, gentle humor, and familiar presence brought comfort to all who knew him. Thomas was preceded in death by his brothers, David Proctor and Andre Proctor (the late Belinda).

He leaves to cherish his memory his beloved wife of 55 years, Ann Proctor; his sons, Thomas L. Proctor III (Karen) and Stephen L. Proctor (Yuko); his cherished grandchildren, David T. Proctor, Darin T. Proctor, Christina A. Proctor, Brandon L. Proctor, Kenneth A. Guerra, Dylan M. Johnson, and Eviana N. Johnson; his sisters, Wanona (the late Woodrow), Sarita (Valton), Sharon (Melvin), Marketa (DayDay), Cynthia (Emanuel), and Felicia (Oliver); his brothers, Avery (Debbie), Michael (Joyce), and Tim; and a host of loving nieces, nephews, extended family, and dear friends.

Thomas Leo Proctor, Jr. will be remembered for his steady presence, loving heart, and the quiet joy he brought into the lives of those around him. His memory will forever remain in the hearts of his family and all who were blessed to know him.
