IN LOVING MEMORY OF
Olivia Ann
Rudd-Cobb
January 22, 1968 – September 6, 2025
Olivia Ann Rudd-Cobb, age 57 of Clinton, Maryland
Olivia Ann Rudd-Cobb was born January 22, 1968, at Parkland Hospital in Dallas, Texas. The first grandchild in her family, she grew up in Dallas and attended J.W. Ray Elementary, T.G. Terry Elementary, Hillcrest High School, and graduated with the Class of 1986 from H. Grady Spruce High School.
From an early age, Olivia's faith guided her life. She first attended Pilgrim Rest Primitive Baptist Church in West Dallas, where her foundation in Christ was formed. She later became a devoted member of Mount Olive Church of Plano, where she served as Women's Ministry Leader and was known for her commitment to evangelism and outreach. Her beloved Testimonial Teas brought women together to share their stories of faith and resilience. She also led neighborhood cleanups, organized Thanksgiving meals for families in need, and coordinated Angel Tree teams in Plano, Oak Cliff, and South Dallas, ensuring gifts, prayer, and compassion reached those facing difficult times.
Olivia's calling to serve others extended into her professional life. She was a dedicated leader and lifelong advocate for affordable housing whose career spanned decades across multiple housing authorities nationwide. Beginning as a Housing Inspector with the Plano Housing Authority, she went on to serve in roles including FSS Coordinator with the Garland Housing Agency, Housing Choice Voucher Case Manager with the Dallas Housing Authority, property manager, independent compliance consultant, and leadership roles with the Housing Authority of Kansas City. Most recently, she was the Director of Quality Control at the Housing Authority of Washington, D.C. A proud graduate of the Family Self-Sufficiency Program, Olivia championed its mission throughout her career, believing deeply in the power of education and stable housing to propel families toward independence. Through her work and frequent conference presentations, she advanced resident services, compliance standards, and community outreach, leaving behind a legacy of advocacy, excellence, and impact.
In addition to her housing work, Olivia worked for over 15 years as a PBX Operator, answering hospital phone lines with her trademark patience and care. Whether through her career or part-time work, she met people with kindness and generosity. Olivia rarely met a stranger.
Her life was defined by faith, grit, creativity, and kindness. She created family wherever she went and carried a smile and laugh that lit up every room. She was known for her cooking—her legendary white chicken chili and Christmas "brunners"—and for her love of March Madness, the Dallas Cowboys, and bargain-hunting adventures that often ended with surprising treasures. Friends remember her infectious humor, her courage, and her fierce love for community. As one tribute shared, "Olivia was a faithful light in the darkness and always strove to be her best."
After 57 glorious years in her earthly assignment, Olivia Rudd-Cobb answered heaven's roll call on September 6, 2025. We can only imagine her bringing the same smile, laughter, and terrible dad jokes that lit up our lives here on earth.
Those who knew Olivia remember her as a woman of deep faith, resilience, and generosity. She left everything, every place, and everyone better than she found them — with her creative touch, her food, her laughter, and her heart. She was, in every way, one of one.
