NORMAN LESLIE CARTER, JR., AGE 72, OF FORT WASHINGTON, MARYLAND

Norman L. Carter, III, son of Norman L. Carter, Jr. and Mary Catherine Edwards Carter, was born June 16, 1949. He departed this life on Monday, December 6, 2021, at George Washington University Hospital, Washington, DC.

Norman was born and raised in Pittsburgh, Pennsylvania. Educated through the Pittsburgh Public School System, he remained in Pennsylvania until he received his undergraduate degree, completing a Bachelor of Science in accounting at Indiana University of Pennsylvania (IUP). While studying at IUP, Norman pledged and became a member of the Alpha Phi Alpha fraternity. In 1991, he became a Certified Public Accountant in Washington D.C and later earned his Master of Business Administration at Johns Hopkins University in Baltimore, Maryland.

Norman had a stellar career that took him around the United States, ultimately settling in Washington D.C in the 1970s. He continued his career with Pepco in the Internal Audit Department and held other management positions for 30 years until his retirement in 2010. It was at Pepco where he met his future wife Zelia Marie Avent. They wed on July 19, 1986.

Their family became whole when their only child, Norman L Carter IV, was born April 4, 1988.

Norman accepted Christ and became a member of Third Street Church of God in the mid-1980s. His faith grew through the years as he and his family worshiped at "Third Street."  In 2011, he and his family became members of Fort Foote Baptist Church in Fort Washington, MD, where he worshiped until his death.

Norman is survived by his devoted wife of 35 years Zelia; his loving son Norman IV; his siblings Valerie Lynch of Cleveland, OH; Warren Carter, Sr of Carson, CA; Ronald Carter Sr (Marilyn) of Coraopolis, PA; Bonnie Hooper (Haywood) of Cleveland, OH; Wendy Wade (Michael) of Pittsburgh, PA; two sisters-in-law, Jean A. Greene of Salisbury, MD and Margaret A. Hayman (James) of Clinton, MD; two brothers-in-law, Marshall D. Avent (Jacqueline) of Richmond, VA and Garland R. Avent II (Maggie) of Wake Forest, NC and a host of nieces, nephews, cousins and friends.

In lieu of flowers, the family requests that all donations are made to the Georgetown Preparatory School (his son's alma mater) to provide scholarships for minority students at the Washington Jesuit Academy (WJA) to assist them in attending Georgetown Prep.
