Francis Xavier Winters (Fannie/Frank), 69, of Oxon Hill, MD was called from labour to reward at Washington Hospital Center, Washington, D.C. on Monday, February 13, 2012.

Francis was born January 20, 1943 in LaPlata, MD to the late Henry Williams and the late Jennie Wills. He received his education through the Charles County School System where he graduated from Bel Alton High School. Upon graduating he joined the United States Army where he received Marksman badges for Rifle M-14 and the Carbine M-1, two Oversees Service bars, The National Defense Service Medal, The Vietnam Service Medal, and The Vietnamese Campaign Medal.

After the military, Francis moved to the Washington Metropolitan area where he met and married Janie Mae Carter. With this union they had two daughters.


Francis worked at the U.S. House of Representatives for 35 years and retired in 1998. He enjoyed bowling, gardening, home improvement, barbecuing, working on cars, hanging out with his backyard crew and spending time with family and friends.


In addition to his parents he is preceded in death by two brothers, Henry Williams, Jr. and William Wills, a sister, Mary Louise Brooks, a brother-in-law, Francis Brawner and a niece, Tranise Wills.

He leaves to cherish his memory, his wife, Janie, two daughters, Angela Poe and Frances Winters, son-in-law, David Poe, four grandchildren, Asia, Dayonna, Dajonae and Alonzo, three brothers and five sisters, James Winters (Betty), Larry Williams (Betty), Ike Wills, Jeannie Brawner, Brenda Bivins (Gilbert), Marion Wills, Sandra Stewart (Terry) and Wanda Talley (Duane), sister-in-law, Mary Kilgore, brother-in-law, Eddie Carter and a host of nieces, nephews, cousins, other relatives and special friends.


His Viewing will be held from 10am until time of Service, 11am on Thursday, February 23, 2012 in the Chapel of Thornton Funeral Home, P.A., 3439 Livingston Road, Indian Head, Maryland. His Interment will be in Maryland Veterans Cemetery, Cheltenham, Maryland.
